Post-Graduate Residency in Plastic Surgery
University Plastic Surgery, a five surgeon plastic surgery practice, is recruiting for 1-2 physician assistant residents beginning in August 2012. The residency positions are open for 6-12 month periods and involve the full spectrum of plastic and reconstructive surgery (including office and hospital-based rotations). This broad spectrum exposure to plastic surgery will include both cosmetic as well as reconstructive surgery and non-surgical procedures. Both didactic and clinical education opportunities are included.
The post-graduate residency program in plastic surgery will be offered by University Plastic Surgery, SC, who will be solely responsible for its content and administration. The Physician Assistant Program at Rosalind Franklin University of Medicine and Science will support this program in a consultative role through promotion, administrative assistance, and cooperative didactic teaching.
A. Administrative Personnel
The residency program will maintain adequate leadership and management. Program officials will maintain the necessary qualifications to perform the functions identified in the following job descriptions:
- Program Director
The director of the program shall be responsible for the organization, administration, continuous review, planning, and development of the program. The director shall meet all the requirements of the sponsoring institution and shall have the requisite knowledge of the PA profession and skills to administer the operation of the overall program.
- Medical Director (s)
The medical director shall provide continuous competent medical guidance for the clinically-related components of the program, so that both the didactic and clinical components meet acceptable standards. The medical director shall actively elicit the support and assistance of other physicians within the institution. The medical director shall be a licensed physician experienced in plastic surgery.
- Faculty and Instructional Staff
The faculty and teaching staff are responsible for establishing an atmosphere that is conducive to learning and for presenting material in an organized and thoughtful manner. The faculty must be qualified through academic preparation and experience to teach assigned subjects. Faculty for the clinical portion of the educational portion of the program will include physicians and may include physician assistants and other health professionals, all of whom are experienced in the provision of patient care services. The program will not rely on resident physicians to train resident physician assistants.
The faculty will be responsible for evaluation of PA performance promptly, as well as identifying and counseling PA residents who are not achieving the defined program objectives. In each clinical area where a PA resident is assigned, there will be a qualified individual to provide supervision and assessment so that there can be a progressive increase in the residents’ responsibility and skill throughout the year.
- Clerical and Support Staff
Adequate and competent clerical and support staff shall be available.
B. Financial Resources
The program shall maintain adequate financial resources to operate this educational program to fulfill its obligation to residents enrolled or accepted into this program.
C. Physical Resources
The program shall maintain adequate classrooms, clinical offices, administrative offices, and other facilities necessary to support the teaching obligations of the residency. Adequate sleeping facilities, living quarters, and food shall be available to residents while participating in on-call duty.
D. Learning Resources
The residency program will maintain a library with adequate books, journals, periodicals, and other reference materials to support the education of the residents.
II. PA Residents
The term “PA Residents” will be used to describe all graduate Physician Assistants enrolled in this post-graduate educational program which is 6-12 months in length.
A. Admission Policies and Procedures
Admission of PA residents will be in accordance with clearly defined guidelines, which will be published and available to the public. Any specific academic standards required for admission will also be published and readily accessible to prospective applicants.
No advanced standing will be granted. Completion of the entire 6-12 month program will be required for the certificate of training to be awarded. Applicants shall be NCCPA Certified or eligible, and graduates of an ARC-PA accredited Physician Assistant Program. Applicants who are eligible to take board exams during the residency year must do so and must pass to continue in the program. Applicants must apply for and receive a license to practice as a physician assistant from the State of Illinois and must maintain this licensure during the residency. Applicants shall not be discriminated against for admission on the basis of race, age, gender, religion, or sexual orientation.
B. Evaluation of PA Residents
Criteria for successful completion of the program will be given to each resident upon enrollment. Evaluation methods will be equitable and will include content related to the objectives and competencies described in the curriculum for both the didactic and clinical components. Evaluations shall be employed frequently enough to provide the residents and faculty with timely indications of the residents’ progress and to serve as a reliable indicator of the effectiveness of course design and instruction.
Guidance shall be available to assist PA residents in understanding course content and in conforming to program policies, and to provide referral for problems that may interfere with the residents’ progress through the program. The attending physician listed on the resident’s Illinois license will serve as the resident’s advisor during the residency program.
D. PA Resident Identification
PA residents will be clearly identified as such to distinguish them from physicians, staff PAs, medical students, student PAs, and other health professionals.
E. PA Resident Responsibilities
PA residents are expected to assume responsibility for their education by participating fully in the educational activities of this program, as well as by conducting a self-directed program of study and professional growth.
PA residents are expected to provide safe and effective patient care under the supervision of attending physicians, and to adhere to the concepts of confidentiality and compassion when communicating with patients.
III. Operational Policies
The residency program will maintain an environment free from discrimination, sexual harassment, and oppression, so that it is conducive to learning and growth.
The PA resident may withdraw from the program as per the conditions of the ‘contract of employment’ signed by the resident at the beginning of the residency. If they do so, they will forfeit the remainder of the stipend and any claim to the certificate of training.
C. PA Resident and Faculty Grievances
PA residents who have a grievance with a clinical faculty member can talk with the program director or medical directors about their concerns. If these concerns cannot be reserved informally, then the resident may request that the matter be brought to a meeting of the grievance committee, which shall consist of two clinical faculty, the program director, and the medical director (s), who will hear the complaint and develop a resolution. Faculty who have a grievance against a resident may also ask the program director or medical director(s) to resolve the problem informally, or they may also request a formal meeting of the grievance committee.
D. Outside Employment
PA residents shall not be employed outside the residency program during the 6-12 months without prior permission from the program director and medical director(s).
Records documenting resident admissions, educational participation, and evaluations shall be permanently maintained in the administrative offices of University Plastic Surgery, SC.
F. Periodic Evaluation
Each year the program director, with the help of the medical directors, will prepare a self-study report to assist with program evaluation. This report will be submitted to the Association of Postgraduate Physician Assistant Programs (APPAP) to comply with requirements for membership in that organization.
Outcome studies will be done to determine whether program graduates received adequate instruction in all areas pertinent to physician assistant practice in plastic surgery. Yearly surveys of program graduates will be done to help with these assessments.
A. Description of the Program
Both faculty and residents shall be provided with a clear description of the program and its content, including learning objectives and evaluation criteria necessary for completion.
B. Instructional Format
Learning experiences should include, but not be limited to: classroom presentations, conferences, discussion, teaching rounds, demonstrations, outpatient clinics, and intra-operative instruction. Defined learning objectives should be achieved for both the didactic and clinical components.
